Farmers' Factors in Generating Rice Productivity in Malaysia

Langkawi Island has been chosen and gazetted as the starting point for the cultivation of glutinous rice in Malaysia. Originally, 1200 hectares of land on the island was chosen for the operation of glutinous rice crops. However, it should be implemented in stages according to the capacity of the number of farmers, the land that needs to be nourished with high-tech machinery, and the existing facilities. Although the land here is a sandy and plain island land, the Ministry of Agriculture and Agro-Based Industry (MAFI) has taken the initiative to generate farmers' income through glutinous rice crops. What's more, data on purchases of glutinous imports from neighboring countries shows an increase of tens of millions of ringgit each year. Furthermore, the food security in the country that began to show data decreased to the level of 60% made food adequacy concerns for the people. This level is an important indicator that indicates that the programme of glutinous rice crops and agricultural training to farmers should be done immediately.

The planning has been done very well where every agency under the auspices of MAFI, namely MARDI, Department of Agriculture Malaysia (JPM), Area Farmers Association (PPK) which is not only made up of crop management but also machinery is working hard to prepare paddy fields for glutinous rice crops. The beginning of 2020 was a year full of land development programmes, agricultural facilities and not forgetting the human capital development among the farmers in Langkawi Island. The implementation of the glutinous rice planting program is placed under the supervision of PPK Langkawi. The management of land facilities and the selection of farmers who are interested in participating in this program are carried out by PPK. The preparation of seeds from MARDI helps to start this crop. MARDI, which has been known for producing crop seed studies including paddy pulut siding, is responsible for producing high quality glutinous rice seeds. The JPM, on the other hand, provides training to farmers in the cultivation of glutinous rice crops. It is quite challenging for JPM Langkawi to provide training with farmers when Microsoft Office Translator
Covid 19 hits and has hindered physical communication with farmers. All the challenges faced by the agencies under the auspices of MAFI have been successful now. Farmers begin to be able to breathe comfortably when the harvest yields provide higher benefits from ordinary rice crops.

Although the agency has worked hard to open the glutinous rice crop in Langkawi and accompanied by the concept of "smart farming" or modern agriculture and advanced machinery, the interests of the farmers who are the main source of this program are needed. In this writing, three important farmers need to have in the farmers to generate the productivity of the rice paddy crop in the country.

The first is a knowledgeable farmer with experience in the cultivation of glutinous rice, resulting in higher production of glutinous rice. In this program, most of those involved are old generation farmers aged 55 years and above. Some of them are pensioners and pensioners, and some are farmers and carry out village work. Some of them are youths aged 40 years and below. It can be said that of the 300 farmers who participated in the programme, only 20 were young youths. These three groups, each with strength, the knowledge of rice rice studied formally and informally, as well as their respective experiences. These young people are the Y generation who are competent in the use of the Internet and Agricultural Technology. They are good at finding information from the Internet even if they are just graduating at the secondary level. Young people who are interested in getting agricultural experience with these ageing groups, resulting in better productivity of glutinous rice paddy in their village.

Secondly, the farmer who is in charge of carrying out his responsibilities as a participant in the glutinous rice programme can increase the productivity of glutinous rice. Our socio-economic status team (SES) visited rice paddy fields in some areas of Langkawi Island. A total of eight villages were involved with 300 participants operating the fields. Each of the villages has several plot leaders whose role is to take care of the welfare of the whole field and the farmers who are under it. The Head of Plot has been appointed by PPK for crop management involving the distribution of seeds, fertilizers, poisons and so on. The Head of Plot is a farmer with high leadership characteristics, capable of negotiating with farmers and officers of PPK, MARDI and also JPM. This responsible leader can encourage farmers in his area to work together in the paddy fields and produce quality rice productivity.

The third, the farmer who is committed to his duties, diligently descends into the fields to embroider and take note of his shady state every day. It is very sad when there is a small part of the area where the paddy crop is high is the same as the Lalang/abandoned grass in the ponder. Added to this is the issue of gondang snails that breed and eat the glutinous rice trees that are beginning to grow. Arguably, not only committed farmers will produce high productivity. The wife and children of the family who are committed to helping the farmers manage the rice paddy fields are also an important factor in the production of glutinous rice paddy productivity. For example, embroidering activities are often carried out by women or wives who help their husband or father work in the fields. The activity of embroidering is the activity of removing abandoned grass in the paddy fields so that the glutinous rice trees can grow well, the fertilizer is obtained adequately without having to share it with the wild plants. The activity is carried out in the early hours of the morning and is missed in the evening. This sight is often seen when trees begin to grow and grow. For committed farmers they will go to the fields every day, doing their job and keeping an eye on the pests.

The conclusions obtained about the important character of the farmers and their association with the production of the productivity of glutinous rice are not refuted. Not to mention modern agriculture and the use of state-of-the-art machinery helping farmers increase productivity from 3mt to 5mt. It is expected that MAFI will want results from 5mt to 7mt per hectare, but various external factors are disrupting this effort such as weather and disease attacks. In Langkawi Island, the volatile weather and strong winds in some villages caused the paddy pulut to rebak and reduced the productivity of glutinous rice.
